"Cap" means making the last raise possible. Thus if three raises are allowed, "cap" means making the third raise. Similarly if four raises are allowed, "cap" means making the fourth raise.
Someone might say "I cap" when they make the last raise possible (the fourth raise in a four raises allowed game, for example).

My guess is someone is suggesting to someone else that they put in the last raise possible (or raise as much as possible).
Sometimes a poster's English is not precise.
