In the midrounds this is absolutely standard. (Though in 2:3 situations the 2 draw generally shouldn't bet unimproved.) Continuing to follow it on the last betting round is a common beginner mistake.

Yes, unless so many cards are drawn that the deck needs to be reshuffled. This doesn't happen very often.
