Not always, but usually.

Unless you're at a hyper-agressive, loose table. Your two small pair likely can't take that much action when the game is wild. You don't improve often enough to justify throwing that much money away in a multi-player pot

Sometimes in this case I will fold medium to small two pair UTG.

Yes. I still raise them. If it's re-raised once to me, I typically call the re-raise. Your chances of improving the pair of aces are better than the chances of improving your small two pair. The hand you improve to will be Aces up or better, usually good to win the pot.
