Darn was gonna suggest this. Once you decide to reraise pre you are basically making the stacks small in a game that plays HUGE, so I think its a complete no brainer to get it in on the turn but much prefer flop jam. Being OOP you want to make sure you don't get outplayed and he might fold a lot of equity

I'd call pre, if you're going to 3bet make it a fair bit bigger.

I think bet sizing should be bigger after 1st and after 2nd you should jam no matter what card you catch with this hand, looking to c/f might exploit the extreme nature of his passivity a little but that would be giving up so much value you have by jamming the times you're against the weaker part of his range.
