I believe that Reigns was probably going to win the US title on Sunday, but they pulled the plug on that when Balor got hurt. If he was going to be out a long period of time they would have to put Reigns in the title hunt again and you don't want him to have the US title, but if Balor was only going to be out briefly or OK then you can continue the Reigns/Rusev feud.
This leads me to believe that Reigns will probably win next week, but I suppose you could also have Rollins win and then have Reigns chase him again like last year prior to Rollins getting hurt.
If the plan at that point in time was to put the belt on Reigns, I think they should have had Reigns win the title, build to a Reigns-Rollins match, and have Stephanie make Reigns do a US title defense earlier on the same day after Rusev invokes his rematch clause. Rusev wins, Reigns gets injured, and overcomes the odds to beat Rollins. Go through a few Reigns/Enzo/Cass vs Rollins/JeriKO stuff and you line up some successful title defenses for Reigns before you revisit Reigns/Rusev, at which point they try to create some sort of Lana/Sasha issue to get people to cheer for Reigns.
