I don't think it's a dumb question. I should have been clear about this in the OP.

Talking is EVERYTHING. If a worker has a mic specifically and intentionally on him, whether it be for a promo, interview, commentary, whatever...that falls under the "greatest talker" umbrella.

I can see why one might think this, but it is obvious that Punk is not even relatively decent at playing that role. I can see how John Cena, for example, is effectively appealing to the intended audience even though that audience is not me. It's not just that Punk got dealt a bad hand, he also is playing that hand poorly.
