I'd say it depends: If only beginners are playing, Poker is a game of chance. If there is a combination of beginners and skilled players, it becomes a game of skill. In the last stage when only skilled players are left, it becomes a game of chance again.

In a game of poker your actions and decisions will always determine how much luck you need.

Let's call luck, Odds.

In a game of poker, your actions and decisions are based on your perceived odds to win chips from your opponent.
In a game of poker, you make plays which require complex calculations, psychology considerations and strategic thinking.

Whether you are a beginner or highly advanced doesn't really matter, what you aim at is the edge two players have over eachother.

When the edge between them is non-existent ultimately we are playing zero-sum and the outcome of one specific hand will be determined by the roll of the dice so to speak.

The bigger the edge between two people, the less the falling of the cards influences the outcome.

In that regard poker is different from chess, but more like golf.
Two golfers of same skill will have to have luck on their side to win from eachother, maybe they had a favourable wind, or that spectator didn't screw up their concentration.

But in the end, golfers and poker players alike need to stay focused and concentrated to maintain their level of play, refrain from making mistakes and give it their best shot.

The simple fact that a human being can make a mistake in a poker hand, makes it a game of skill.
The fact however that he makes that mistakes can lead him to winning a hand, this fact is the reason less skilled players can win from stronger in the short run, and this is the luck factor, and this is why poker has become so popular.

You could never sit at a chess table and hope to beat Kasparov by getting lucky.
Chris Moneymaker however did get Lucky back in 2003, and started this whole poker thing.
It is the charm of poker.
You can sit with the world champion and hope to get lucky.

This is unique.
No other sport in the world can claim this.

It's what makes poker great and it's what attracts the regular Joe to play at Partypoker, or the movie star who plays High stakes against Charles Brunson.

But anyway, yes, Poker is a game of skill.
