I'm specifically interested in the iPad 2s. The iPhones are labeled European, but the iPads are not, which seems a little strange to me.

I'm moving out of my apartment at the end of February and I will be in limbo for a while, but if there's a 95%+ chance I'd receive it by the end of next month I'd love to order an iPad 2.

I believe the difference between the iPhone and the iPad is that the phone has to be connected to a service provider, and currently we only have that available for European customers at this stage. That being said, as far as I know, it should be fine for you to order an iPad.
The issue with shipping is another matter. While it does seem relatively standard to believe that the iPad will be delivered within the time necessary, there is always the chance of unforeseen circumstances arising with stocking, shipping etc.
I would probably recommend waiting until you have more stability in your living situation, or have the iPad delivered to a family member or friends house to ensure that even if there are issues, it won't negatively effect you.
