I don't know all the rules, but it's for your protection. Think of it from a few perspectives.
* Sometimes casinos change their chips, or re-brand. Usually the old chips are good for only a few months later. If you don't cash them in time, you're SOL.
* It's protection against counterfeiting. This is not to suggest that your chips are counterfeit, but maybe Joe Blow is brining in fake chips. The fewer people brining in chips from the outside, the more confidence you have that you're not getting passed a fake.
* Casinos are required to track all cash/chip transactions exceeding a certain amount in a 24 hour period. By removing the chips from the premesis, you are side-stepping this requirement. (I'm unsure the specifics of money laundering laws, but it's probably in there somewhere.)
You take a risk by removing chips from the property. While it's certainly common for poker players and high stakes baccarat players to do so, it's still a risk. So, no, she's not "insanely wrong".
