Silly pointless house rule
I would like to address your concern here Julian. The players at the table do have priority when a seat first opens up. The dealer will offer the seat to the existing players and then lock the seat as you described.
Once the seat is locked, the gaming attendant will then be alerted that the seat is open and call the next player to the game. The incoming player now can be notified that their seat is ready and go directly to their chosen game and play immediately.
This procedure was created because too often a player will wait until the last minute to claim an open seat as a new player is arriving at the table. In this case, the incoming player now has to stand there and wait for the moving player to deal off or play the rest of their hands before moving.
If you prefer to be on the other side of the incoming player, simply let the dealer know which seat you would like and when it opens they will promptly assist you in moving. This way all players can receive the same consideration and top notch service.
Stones put a lot of effort into their rules and procedures. I assure you that there is a "point" to all of them. If you are ever unsure, you already have my number and can always text or call me. I first saw this rule implemented at the California Grand and I honestly believe that it makes seating players into games and keeping the games full, a much more efficient process.
