This is true. The new room is going where the old bar called "Agua" was located (think between the Valet entrance and the entrance to the club V). You'd pass it walking from the garage to the elevators for the poker room. The bar has been closed (with drapes covering the entrance) for at least a year now.
The plan is for 12 tables. The layout is pretty decent, though I think they squeezed a 12 table in where maybe there wasn't really room for it, but that table will only be used on weekends if the room is busy.
Until they're busier (if that ever happens), they won't have poker only dealers and the dealers won't keep their own tips. The room isn't busy enough for any of the daytime dealers to want to deal poker only and give up their share of tips from the floor. You'd have to have at least 4 dealers scheduled in the room (for the days when it's actually busy) right at noon and most days those dealers would basically only deal to one table for half an hour of of every two hours (often their second table doesn't start until after 2). There's no way the tips will be worth it for anyone to choose to be a poker only dealer on the day shift. In the evenings and on weekends, maybe they'd get enough players to make it worth it, but it would still be a struggle some days/nights and most dealers would end up taking a paycut on most of their paychecks due to the room being so busy.
As for a start day for the new room, all I've heard is early December. Someone (one of the shift managers) had told me they hoped to be up and running by this weekend (December 2) but I think that's a very aggressive timeline for it to actually happen.
