Maybe he means moving players from tables with more than average numbers of players to shorthanded tables in tourneys. For online tourneys, I would think that the algorithm would be public.
No, I think he's asking because in flop games they take whoever will be the big blind next hand. OP, I think if they have to fill seat 2 at the other table they take seat 2 from the table losing a player. Not sure what happens if seat 2 is empty at the table they want someone from.
