TL;DR introduction
Hi, I'm an NLHE player but I play a lot of limit 5 and 7 card stud with my 9- and 6-year-old kids as they seems like better games when they can at least "read" something of the opponents hands than Holdem where it's completely opaque to them. The 6-year-old also lasts longer with limit betting. Anyway a situation came up that I didn't know the rule for and I'd like to ask:

When an player is all-in from bets on previous rounds, and he is showing the strongest hand, does action begin to his left (the idea being that it really starts with him but he auto-checks being all-in), or does it begin with the non-all-in player showing the strongest hand (the idea being its the strongest hand of people who can actually bet)?

Example from 4th street
Players are seated in the following order:
Player A (all-in) [X X] 77
Player B (deep) [X X] AK
Player C (deep) [X X] 66

Does action start from player B or player C?

Positionally to the left of the all in player.

Same as if two players have the same hand showing. Closest to the left of the dealer.

I know you're a dealer so maybe this is a house rule where you deal, but in all my stud experience, when two players have the same hand showing, it's broken by suit.
