So you are saying that action out of turn is only binding if you are a tourist?
The right ruling is that action out of turn isn't binding unless there is action behind it. It doesn't matter if you say "all in" if it's not your turn yet, but if your "all in" prompts a quick "call" from the player right behind you that's another story altogether. But action out of turn has no effect on action before it if it's not binding.
Having a common sense rule is important so that drunks and tourists and irregular players can feel the game is straight, honest and fair. If they are joking around out of turn, forcing them to put their stack in isn't honest, and it isn't fair, esp. when the floor ain't gonna do it to the regular who tips there every day.
What an abortion this poker room is and it's floor people. Clearly they are running it for the regs, and if they continue to give the regs rules to angle shoot, they'll run most of the fishys pretty quick.
