If true, then the Division of Pari-Mutuel Wagering must have an unpublished policy to deny any requests from licensed cardrooms for approval of the internal procedures to run a private game. This is beyond the authority of the DPMW under Florida Statutes - which seems to be their habit, like they did in authorizing player-banked card games.
Actually, it seems more likely to me that the "person" who told you that just used it as an excuse to not allow private games. There is nothing in Florida Statutes or DPMW regulations that requires all cardroom games or tables to be open to all players. The cardrooms are private businesses and have the right to set their own business policies. There are laws and regulations which stipulate what games they can offer, how to handle security and money, and procedures for running the games, rake, jackpots and licensing:

Beyond that, each room can set their own policies for business operations as they see fit.
I have sent an email to the Director of the DPMW for clarification. I'll post any response I get.
