I'm guessing it's a similar issue that I found at The Lodge in Austin. The entry-level 1/2 with a $5 bring-in PLO game allows unlimited restraddles from UTG (so it can get up to $320) and then match the stack.
So the games are either full of grinders and terrible, or they're full of insane degenerates (or people with very deep pockets) and you're doing 5-6 way flips pre for 1K a pop (and that war gets won by the deepest pockets since equities run so close)
I've seen people sitting 20-30 THOUSAND deep in these "entry level" games. So it's hard for those who want to learn PLO (or who just aren't rolled insanely deep) to go play because the games will play like a shallow-stacked 80/160 because the rooms don't put any protections in place, thus the recreational players get chewed up too quickly or they just don't sit down because they know with 600 bucks in their pocket they have no shot
