I have to preface my comment with the recognition that every scenario is different, and that floor calls hinge on the specifics of each hand. For instance, did the player verbalize $35 before he cut chips? If not, the amount he cut would be his action (again, pending any other mitigating details). In that case, the player who acted out of turn would be obligated to bet $15 if the player who was skipped chose not to change the action by checking. I cannot stress enough that there are all sorts of minor-seeming details that could have an effect on the call in question, and this answer should not be taken to mean that the call the floor person made at the time of the hand was in any way incorrect.
