Not at all. My wife was in the room on her laptop and went out to the soda machine to get a diet soda ( she is a diabetic) and the machine gave her a regular when she pushed the button for diet, so she wanted to tell the desk the machine was loaded wrong. That's when she noticed no dial tone in the phone, so she called from her cell phone.
The wait got her angry because she was in the health care industry for 40+ years and all she could think about was what if someone had a medical emergency and couldn't leave the room.
From a customer service perspective, any hotel is going to be embarrassed by that kind of wait, so they offered to comp the room.
