Then they are sinking in a lot of money up front on plans, lawyers, etc.
The approval process for new owners takes quite a bit of time. They have to be approved by both the city and the state. One of their original group had to back out. Bay101 had similar problems (the two brothers who were supposed to be the majority owners on the license were turned down by the state and they had to restructure the ownership).
The 'rumor' might be true for the hotel part, but I'm pretty sure they will go ahead with the casino part without waiting for buyers.
