Icm Question 45 man 1.5$

Do we really have to let spots like this go because of Icm? The hud says that he steals 36% of the btn. Icm says that I have to be 66% favorite to be break even, which only happens if he is shoving atc. Against his range I'm only 60%. Should I have fold because of the short or would you call too?
