To assess this in a better way you would need some more stats.
I.e. vpip/pfr, general steal tendencies.
In my opinion this is either a 3b shove or a fold.
Stack depth is pretty bad for a 3b/fold option.
I am usually a nit in these spots and fold unless there is evidence that the villain has been stealing relentlessly, although that may be a mistake on my part.
Shuving and calling are the two go to options here readless, you would need a very strong read to muck a9o vs miraise from the CO. If you are playing a solely push/fold game out of the bb w/ pretty much any stack depth you are likely making some big mistakes. You will be forced to c/f pretty often but thats ok since your automatically loosing by folding. I think shuving is the more standard play here vs pretty much anyone although I don't hate call. Its probably also worth noting that the btn having 4bb could change his open range.
