i r/c the 4bb stack all day w/the stack you have.
depends if you are itm or on the ft bubble but i personally open fairly wide here.
a 4bb stack usually means hes folding too much and has let his stack dwindle down to nothing (or just lost a flip etc), either way, i dont mind opening light into him. chances are he is one of those guys who will fold until they are forced ai or pick up a good Ax or pp. if this is true of any player who is short stacked at your table, then you should abuse the table until he has doubled or is eliminated.
other players, even good players, might not notice that the small stack is constantly folding. this is a good time to keep putting pressure on stacks who are trying to just relax, preserve chips for the ft.

U should considered opening hands ur willing to call shorties with, basically with 4bb whenever ur opening ur priced in to call either way

I'm opening absurdly wide here and calling off BTN and BB, folding to the others. Not sure about a range, it would be quite fluid based on gameflow. All Broadway's and most Ks, many Qs and Js, all Ax, pps, and basically anything that looks pretty.
We are taking it down pre so often, and even if we get it in we are getting a huge overlay against micro stacks considering pot size pre. Even if we lose, it does not change the functionality of our stack (we don't need to switch gears). Keep applying pressure, nh!

At some tables the optimal bottom hand of your R/C range should be 23o. Does that help?
