I folded this because I have bad experiences shoving UTG 9 handed with medicre hands. Is this a push in this spot based on the fact I'm only 4.6 BBs? Or should I let the blinds pass so I can push in later position with fewer hands to get through?

Yes, this is a very easy shove, it's not even close. A4o would be more a little more arguable but even that I shove for sure.
Also, this isn't an 18 man (based on BBs @ t1000), but doesn't matter, this is a shove in any SNG format.
You have nothing to lose with this setup, and everything to win. Also the reason Dillinger mentioned is why we want to shove very wide here.
