seems like he's scared with good hand that will get him into tough spots oop OTF. Probably weak/tight player. Its diffucult to judge based on 51 hands, but he looks nitty. I don't mind folding this given how the stacks are right now. However, if I saw him 3x blind v blind before I woudln't mind a shove. Readless, folding is OK (just looks tight) IMO.

calling is bad, because we risk too much of our stack and we can't gain much EV even being IP. He has a lot of dominating hands in this spot. I think his range is like AT+ 22+ for 3x and suited broadways and connectors he probably limps or raise smaller. Usually, fish build their ranges like this. I don't think he is stealing much in this spot based on his tight stats. If he was playing 25/20 or something, then I think he has some steals and 3x is just his normal size - then, I think we can shove this profitably.

I agree with the fold. It's ok to be exploitable as long as we're not being exploited. Actually we're exploiting the way he flags up his range so clearly.

If we have 51 hands then don't we have something like a 3-4 hand sample for SB steal - what has he been doing when folded to? Also what about on the button?
