Shoving is fine. Normally I would raise/call in order to induce from weaker hands. Shoving becomes the best options when we have crazy calling stations behind us

Rather than looking at the the number of multiples of the BB you have left, look at your stack in terms number multiples of the total dead money.

If you have less than 7-8x the dead money then normally all-in or fold mode is standard, so the 99 hand at the start is a standard shove IMHO.
