I never ever made a withdraw on Lock since I usually move my money off the site through other means (P2P w people I know) and I'm still running bad. So your assumption that the RNG isn't random for you because you have made X cashouts is noting but hot air.
I know for myself why I'm running bad and it has nothing to do with the RNG, fixed games and unbelievable suck-outs... I'm just bored of playing online poker right now which makes me do ridiculous plays.
However, I found another reason why players think they are running bad. I call it the "nobody want to see a flop anymore" and it usually goes like this:
UTG min raises preflop, MP 3bets, CO 4bets, BTN is all-in and the other 3 players call behind. Players on their back show 22,66,AQo,AKs.... deuces take it down.
This has nothing to do with a rigged RNG.. it's just bad play by the players and the number of those players seems to have multiplied like crazy.
Now any winning player would tell you that you can't beat games like that unless you get lucky on every other race.
Hence I been playing more live poker again and barely play online at the moment. And this doesn't only apply to Lock cause I encounter the same poor bingo playing styles on 888ES and PartyES.
But... I would still like to know who's testing the Lock/Revolution RNG these days and that's nothing to do with it being rigged or not but the simple fact that the information is missing in the websites footer which was being displayed when Lock was still on Merge.
