I have been emailing for close to 3 weeks now, sent 10+ emails about the same thing, fully explaining the situation, included screen shots, etc, and NOTHING has happened. I also pmd both rizen and shane who apparently ignored me.

If the latter, this is exactly the type of thing that Lock can no longer afford to have happen.
I have gotten 3 total responses, 1 scripted, and 2 from incompetent reps that couldn't understand the situation. Each took 3 or more days, I sent my last email 5 days ago and am yet to receive a response. My first email regarding this matter was sent on July 26th, this is unacceptable. I have not gotten any response to my PMs.
Now instead of being able to request a cash out and wait 6 weeks, I have to wait an extra month just to get a simple problem fixed.
