Yes, Wordpress is a CMS and it's definitely easy to use. It's also popular, so there are a lot of plugins out there for doing various things. The only CMS I have experience with is Magnolia. It's pretty easy to use (according to our clients anyway, I don't actually build the sites so I don't have the same perspective as someone who does) and open source like Wordpress, but if Wordpress can do what you want then you're probably better off just using that. It's the most popular and there's a ton of reference material out there for how to use it and do all kinds of things with it.
Even if you're using a CMS, it's still good to have a working knowledge of html/css/js though. Using one just makes it so much faster to get a site up and off the ground and also guarantees that the content of the site is going to be easy to update and maintain. If you can get something presentable it can buy you a little bit of time to hire someone more experienced or for the developer to come back and clean up any mistakes you've made.
