Are there any app building websites that are good? I want to build an app that uses location to find candidates for a job like head hunter meets Tinder type of thing.

Any chance I can build this with zero app or coding experience?

With regards to the WYISWYG app editors, none of them will really work smoothly and give you what you want. You are much better off trying to learn app development or hiring someone to build it.
