I thought I would post this here, since I've been doing a lot of research and it might help some of you.
There is an option available to players who have $150K to invest in the national bank of Costa Rica (insured and safe by all accounts.) You buy a laddered CD, and your money is released monthly over the next few years (3-5 I think?) while gaining interest. By doing this, you are granted temporary residency (called rentista) and do not have to leave the country every 90 days on a visa. After 3 years, you get permanent residency. The application process takes a long time, so for the first year you still have to come and go every 90 days to extend your visa.

Having that kind of money tied up is a pain, but this is the only reasonable solution I have found that does not involve being a perpetual tourist and relying on immigration to always let you back in the country ever 3 months.
