Because people aren't idiots. two coices: Get stiffed for money. Get stiffed for money and face aggravated assault and extortion charges. I prefer sitiuation one, and most decent scammers know it and owe accordingly.
Then there are the guys that you just don't stiff. Guess what? scammers don't take shots at them, don't gamble with them, steer clear of them. Scammers and beat artists target and look for weak little fishies just like good poker players do when they are scouting a game. Just like good players avoid playing pots op against good, strong players, a competent scammer avoids plying his trade against strong, respected, sharp, human beings.
Doyle survived for 40 years playing in cutthroat games with the worst kinds of people, he booked huge action on credit. How do people think he survived, by being a nice grandpa type? People respected (feared) him, and respected (feared) the guys who were behind him even more, end of story.
Compare that to some interenet player who dropped out of college and in many cases is simply a glorified gamer with cash he didn't really struggle to get, and thus doesn't know how to protect it. It's sad, but there are a lot of people out there who are sitting ducks for this type of stuff, and plenty of scumbags willing to take advantage of them.
