This is one of the top sites that mentions the above: http://www.pokerwebsites.com/washington/
My question is, does that mean that washington residents can actually play online poker legally? If so, what are these "offshore websites" that a WA resident could use to play online poker legally?
Thank you!

Opening a player account is not illegal online gambling, However,
It's still illegal to fund an account for the purpose of gambling online, and illegal to receive any proceeds from online gambling.
a site that transacts with a player in WA State violates UIGEA and most likely IGBA
WA Gambling Commission agents are actively infiltrating player pools in efforts to go after sites, but as yet no player has been charged under the state law
And apparently, only five people care if the law ever changes
