It seems like Phil's being kind of a jerk unnecessarily (the whole "if I find out..." comment), and it seems like Steve's overreacting to it. Hard to say. The video reeks of missing context. Norman Chad makes the point that Steve seems to have other issues going on with Phil at the 0:42 second mark, and that sounds about right. It's really hard to pick one or the other without knowing what was going on earlier. /shrug

Agreed. I would think that Steve's obviously been run over by Helmuth for a number of hours and decides to fight back for the television crew. Neither party look particularly righteous in this scene in all honesty. Phil's posturing to tilt Steve and it inevitably works as he blows up to Phil's remarks, probably Phil's intention as he tries to call a penalty on him. In terms of Phil's crafty use of "etiquette", I wouldn't say either party are in the right, but Phil's psychological button-pushing definitely works in this example.
