I'm definitely raising the river and possibly jamming but with no reads i think 660 is fine, hands like AK,KQ can still call the river and maybe an oddly play AA is there too. Bet sizing looks pretty weak like TP trying to get value but not bloat the pot too much either. For some tilt inducing value, min-raise. He has 960 left after making that river bet so I think it's likely he might fold to a big raise such as 800.

Did you notice flush draw on turn? folding turn when we pick up a flush draw to go along with 2nd pair on the turn to a half-pot bet?
def raise river here, his bet sizing the entire way looks fairly weak and id be fairly confident you'd be ahead most of the time, not too sure on what size tho, a minraise could cause him to spazz out and shove, in which case id snap call, and as someone above said he could fold to a larger bet
