Random thoughts/don't know anything specific here:

It's also restricted to certain states and you may have local issues with citizens in many areas.

Could have potential, if just for the fact that when you get into something like casino/table game type stuff, a certain % of the business world is never going to consider it an option for themselves, no matter how much money could be in it (thus making the potential for more money there... like making bongs or pornos or something like that, perception wise probably similar to many).

Long term the laws are probably fairly volatile, not unlike poker laws in the US. This seems like something casinos and the horse racing industry would want to tie up/limit/control in some way, and unless the companies that run this are pretty powerful and lobbying politicians, I would imagine the security of the law would be fairly fragile at all times (meaning a quick change or two from a state and you're out of business).

You'd have to look into the startup cost as well, not to mention security and probably have some problem gambler controls in place, even if you morally don't care who gambles or how much, politically and image wise you wouldn't want people losing their shirt in your place regularly, the last thing you want is negative media attention or your customers feeling wrong/bad about visiting.

I'd be cautious though, this is the type of turnkey thing that appeals to "get rich overnight' mindsets, so make sure you're scoping it out from all angles, and you're prepared to actually fight potentially tough battles. A bunch of "90% unlikely to happen" bad things lined up in this type of industry can easily be overlooked or "well that's unlikely to happen" attributed to them, I guess sort of like ignoring the tail end of variance, but not even rare event stuff here I'd imagine.

Anyways, I think one major key would be to research the states and the counties/towns within the states to find locations that offer the most potential not just for your customers, but for peace of mind/respect of your business privacy and operations. Community groups, concerned parents, politicians and so on can ruin something like this very easily.
