I don't see why sites hand-wave dismiss complaints made by people saying they should have a problem with this. It's absolutely unsportsmanlike conduct and especially for the new players who are more prone to register for the wrong tournament it's a great way to get them to say **** internet poker and not become longterm customers.
It's fine to play slowly in earnest but it's obvious when it's 100% of the time 100% of actions that it's clearly something that should be a "warning -> warning -> warning -> ultimatum -> close down account pending security review -> reopen it but compile substantial evidence of any continued misconduct -> ban" process like other minor violations such as using scope/TR in-game or egregiously violating the open tables limit.
