Sucky spot. Do you have no idea about his checking back range and how he values hands? Maybe he checks back J9 stuff or 4T stuff or sets. Or maybe he he raises TJ here for value. Maybe he checked back 9x and decided to bluff now because he thinks your range contains a lot of air.

I think I call and ch-call a lot of rivers. I don't think villain will often check back 7x and will rarely check back a set. Sometimes he doesn't have 4T in his pf range and J9 will also rarely be checked back.

A bigger amount of villains check back air on the flop that now made an oesd I think, although not all of them will bluff.
