At the lower levels ($115 mainly in my experiences) refusing to chop with most players, particularly marginal regulars or players you feel are afraid/unwilling to play good players is a good idea. It intimidates them into waiting for you to get a game first.
Before you laugh at that idea, I'm aware of two very big names that give another regular free reign on lobbies when they are playing, solely bc that regular has said "I will sit you when you are in the lobby unless you unregister." You don't have to be that bold or aggressive, all you have to do is say "sorry, I don't chop games" and you'll get the same sort of effect.

Since the players at the stakes you mentioned are often top notch and aren't going to have a big edge over one another in most cases (or they both feel this way), you'll probably want a different suggestion to fully solve this problem. The best I can do is:
- Gather the high stakes regulars and send separate or one big chain letter to Stars asking to put in more lobbies or something else that would solve your dilemma. I did this in some form with the rematch button and the 2x VPP promo we were temporarily shut out of. Perhaps not solely due to these, but both situations were fully fixed to the player's liking.
- Create a basic chat room and make sure you all sign in when you are playing, rotate lobbies on a first come, first serve basis in the chat. You may not get everybody to do this, but it's possible most fellow regulars would participate.
- Rotate times/days that you play. This one doesn't seem logical to me, but I'll throw it out there anyways. I can't imagine anybody wanting to constrain themselves to certain times of the day or certain days, but perhaps some of the more grinding types play at certain hours and days and you guys can figure out a system that lessens the regjam at offpeak times.
