When you are the player going all in, you put the rest of the table under extreme ICM pressure. All but two players have to risk at least 1/2 their stacks to call off.
Additionally, ICM is not accurate to measure when you are not playing at the final table.
On the bubble, with the ICM pressure a shove causes on the other players, you will get much more fold equity than you would in standard middle stages shoves normally get and therefor, would probably increase the profitability margin for this hand.
Finally, you should play for first, not to squeak by the bubble.
