I'm in a $55 tournament on the bubble with 4 players remaining, and I'm in 2nd place with 33k in chips. I'm UTG +1 and catch AT off. Blinds are 1k/2k, 200 ante.
UTG folds, and I raise to 6k, hoping to steal blinds and maybe play a pot. SB has 25.6k in chips and is the short stack, BB has 37.7k and is 1st in chips.
SB immediately shoves after I raise, and BB folds. SB had lost 1/3 of his stack to me 5 hands earlier, and had shoved all in on 2 of the previous 4 hands. I figured with him being so active and shoving in lots of spots, and being short stacked, he was trying to get me off a semi-decent hand here by playing the bubble.
I called and he showed pocket 7's.
Flop came 3 Jacks and I missed turn and river too.

Is this the right play? I bubbled the hand right after to this guy, and he ended up winning the tournament. I think it's the right play given that we're 4 handed and I have a decent hand and he's shoving lots of hands here, but obviously in retrospect since I didn't win the hand and bubbled I'm not sure if this was the right play.

We need to know UTG's stack size - that makes a huge difference to the bubble. Also need to know the prize jumps to know how significant a bubble this is.

Sounds like everyone has pretty similar stack sizes. SB is the small stack with 25k, and BB is the big stack with 27k, so UTG must be somewhere between those two numbers.

Hero's line is tolerable, thought there's an argument for shoving right away from UTG+1 (aka Button, no?). If Hero's 7k opener isn't folding to greater aggression from the blinds, why give them a chance to try to seize the initiative? You'd probably end up with the same outcome if you shoved right away, but there's a faint chance SB would have respected your shove more.

In a situation like this, it's not clear you could fold your way into third place. If there were a short stack with 3BB or less, then it would be more complicated. In this case, you don't have forever to make a move, and you picked an okay time to do so.

Sorry it didn't work out. Don't get too results oriented. If you won the coin flip, you probably would have won the tournament and would be proud of your courage in taking it to the mat.

UTG had about 26k in chips. Was in 3rd place. 4th was bubble and 3rd was $400

Yes, shove pre is the correct move here, if for no other reason than there seems to be no value at all in your small raise.. to me, your raise says exactly what you said in your thoughts (hoping to steal the blinds or maybe play a pot).. or in other words, i have a mediocre hand at best...
