Totally confused in this spot. Should we raise, call or fold?

We can't call to set mine with such shallow stacks. Also we run the risk of getting squeezed.

Can we 3b small (to 10BB) and fold to a shove?

Easy fold, prob continue w/ 99 or TT+. From BB closing action would be a little closer but a fold without any info about villain's 4x tendencies

Very easy fold

I mean there's probably some number of effective BB where flatting here could be profitable but the decision to continue in this hand is more a virtue of villian's 4x from utg and us being in meh mid position.
