I agree. There was nothing in your OP that would make any writer inclined to contact you. There are literally hundreds of skilled writers on this site, but this thread was a failure. Don't blame the trolls.

except you didn't specify how long the job is, how much it pays, and specifically what the subject matter is.

You didn't even specify how you were going to pay, ftp x-fer, paypal, etc.
