Their move from "balancing out" their team from having a massive full-time team of employees to bring in more freelancers has been a great decision and should actually be adopted by some of the other gaming companies located on the Rock to improve the quality of their service.
Let's face it. The majority of employees in companies based in Gibraltar don't have a clue about poker or as a matter of fact a clue about poker players and their needs.
This stretches from customer support all the way up to affiliate managers who never played a hand let alone have a clue on player retention. Let's not even start talking about the marketing teams.
Therefor I believe PokerStrategy has done the right thing by reducing their number of employees in Gibraltar to increase the quality of their team by hiring freelancers from around the world who do actually know what they're talking about when they talk about poker, poker strategy and so on.
I don't see why not more companies go this route (poker or any other business) since you can build and manage very effective teams online thanks to modern technology
