Ok, well that's not too atrocious I guess. It's definitely not ideal, but if this only game you have to play in on a particular night (or in general) then I wouldn't let it stop me from playing in the game, provided there isn't a separate post-flop rake that they're taking as well.
To me it seems like the only time you'll really feel the sting of this rake structure is when you iso over several limpers and everyone folds, or when you take down the pot with a PF 3!/4!.
The games I play in are $6+1 and $5+2 raked games but it's a 10% rake structure, so full rake isn't taken until post-flop pots reach $50-$60 (depending on which game I play in). Maybe someone who knows the correct way to calculate this based on the average pot size in a $1/$2 game can chime in, but my guess is that even with this room pulling up to $5 rake pre, you're probably losing no more than $1-$1.50 per hand compared to a $6+1, 10%, no-flop-no-drop rake structure. If the game is as soft as your standard $1/2-$1/3 games, I wouldn't let it deter me from playing in the game. I just think it makes it a bit less valuable to steal over 1-2 limpers.
