Years ago I used Pure Software's
Purify (memory leak analysis stuff). Their licensing scheme was the honor system with help -- they would never prevent you from running the full program but they would tell you when they thought you didn't have a license. I.e. the honor system with automated reminders / auditing.
I think that PT3 tries to "phone home" when it starts but will continue even if I'm not connected to the internet. I know this because I've started PT3 when my internet was down and gotten a popup about how "phone home" failed.
I think having Flopzilla or StoxEV phone home so you can know how many licensed copies and unlicensed copies are being regularly used is fine.
I guess if you are getting your IP management infrastructure from a 3rd party then you can only use what somebody is selling ...
