I have a J&J jump/break that needs a new tip. Thinking phenolic would be best. Any and all recommendations would be greatly appreciated.

Get a phenolic tip, or you're not going to jump the ball accurately or easily. You'll need it professionally installed however.

Does brand make a difference or are all phenolics pretty much the same? I've heard good things about icebreaker tips.

Icebreakers are where it's at. I would also take a look at Tiger -- they are solid jump cue tips, but they aren't phenolic.
Otherwise if it's a cheapy like J+J, I would say any tip would do.

Like core said, phenolic is great. It is a type of material and not a brand. Most name brand jump tips will work great. Icebreaker, samsara, Etc

i have one with a phenolic tip and ferrule. i love it. thought i cracked the shaft the first time i broke with it tho.
if you want some amazing stroke work shoot with the phenolic tipped cue for some games. really trues it up. can't make a lot of errors since it won't chalk well. loved it.
