I agree though, I realise that the WC is supposed to be like test cricket but a best of 25 round of 16 match sounds absurb to me. It's more frames than most finals.

I was watching it, and tbh it did look like a foul, but yeah, you really can't go and say that. Even if it's 100% conclusive, it's not exactly great gentlemanly behaviour to go around rubbishing someone's character. Bite your tongue, shake the guy's hand and say well played.

There was a moment in the pool WC a few years back where Earl Strickland moved a ball like a couple of inches with his bridge while taking a shot, the referee didnt see it so he continued.

I'd have a lot of sympathy for Cao even if he did realise he'd fouled. Inexperienced young guy, in a foreign country, without a good grasp of the English language, playing in probably the biggest match of his life to date; there has to be something of a "dear in the headlights" moment followed by some embarrassment for not immediately saying something. It would certainly be forgivable.
Ebdon looks to be employing some playing even slower than normal tactics already to piss Ronnie off. Looks to be working too - only in the first frame and Ronnie is already slouched back in his seat staring at the ceiling.
