This is definitely true. Avon likely would have beat Marlo if Stringer never ratted him out. When the cops raided Avon's hideout, he had like 20 guys with machine guns and hand grenades just about to move on Marlo. Slim Charles was watching Marlo Chris and Vinson eat dinner at the rim shop and had just called Avon to let him know that Marlo's muscle had left. I'm pretty confident Avon would have won the war one way or another if he didn't end up going to jail. He was better organized, richer, and had more connections in the criminal underworld. I feel like an ultra-ruthless guy like Marlo who rules on fear and fear alone can only get close to the top when there is a major power vaccum. Marlo was wrong when he thought Barksdale was weak. He mistakenly thought Stringer's attempts to make a deal were done at the direction of Avon. In a way, Stringer's the one responsible for starting the war. If he hadn't shown Marlo the "weakness" of attempting to make a deal, Marlo might have just bided his time running a few corners until a better opportunity presented itself.
