So, my lol isn't that quite what you think. It's just so laughably unbelievable (like Homeland's Israel bombs Iran storyline) that it's incredibly hard to take the show even remotely seriously or believably. Suspension of disbelief is a huge deal in shows like this, and I'm finding it impossible so far. There's so much hack dialog in it too, like "We're here for you. As long as it's safe."
This is show, to me, seems like it's the vision of what the Bush Administration thought would happen when they removed Saddam Hussein from power. Bassam is how they thought America would be viewed (can be viewed as the America allegory). Bassam just walks in and makes everyone realize how much better the West is ("this isn't how it's done" or whatever he said was a huge guffaw to me, when the response would have been in reality, "well, this is how it's done here, brother."). That's why it's so lol.
You're judging it from an artistic perspective influenced by your own world view. Nothing wrong with that.
FX is a Fox network, they're selling ad space like this:
A show that plays to the pre-conceived world-view of a large segment of their basic audience. They think that will translate to viewers and they sell that idea to advertisers.
Not everything has to be high art or cutting-edge commentary to make a profit.
