The diner owner and his blonde friend were created for the show because the suits were afraid American audiences would balk at an America that meekly accepted fascism(pre-Trump candidacy). Which, OK, fine. But every time they were on screen, I wanted to learn more about them, and whenever they left, I wished they would come back instead of watching Frink's moron friend and Juliana's bad decisions rollercoaster.

The actual plot of the book is nearly entirely different with just a handful of the same characters, generally doing entirely different things.
In the book, The Man In The High Castle is the author of a novel about how the Allies could've won, he wasn't collecting magic films(that he made? The show is real confusing on that point. Where are these films coming from?).
Joe was a Nazi assassin trying to kill that author. Juliana was some chick Joe was banging while he waited for an opportunity to assassinate the Man.
Frink is a jewelry maker who pretty much just makes jewelry. There's the same "German traitor giving plans to the Japanese" plot but the Smith character and his relationship to the traitor is all new for the show.
Juliana kills Joe in the books. The trade minister has a weird cross-universe trip into our reality caused by meditation. I Ching is a major plot element of books instead of just a throwaway thing we saw the trade minister messing with once.
